Why Pre-generate 1 million chunks ?

Pre-generating 1 million chunks can be useful when players join a Minecraft server; it can also reduce lag if you have a low-end server. When a server has to load new chunks, it can lag the server because it has to generate a new chunk; compared to when a server has to load a pre-generated chunk, it's a lot faster, so a lot of server administrators will pre-generate new chunks.

How big is 1 million chunks?

1,000,000 chunks arranged as a 1,000 × 1,000 square gives a radius of 16,000 × 16,000 blocks so it's big enogh for a lot of survival servers.
