How much RAM do I need?

Whatever the pack author recommends. The store shows RAM per template.

Can I run Fabric instead of Forge?

Yes when that template is listed. Pick the loader the pack uses.

Where are modpack servers hosted?

Perth, Western Australia, on the same infrastructure as other Minecraft Java templates.

Latency figures are typical for home connections in those cities and will vary with your ISP and route.
